## The occupancy paths and construction types that change the work

### Group D, E and F occupancies, and Group A creeping in
Group D business and personal-services space, Group E mercantile space and Group F industrial space are distinct major occupancy classifications under OBC Division A 1.4.1.2, and an assembly use such as many restaurants can introduce Group A requirements under OBC 3.1.2.6 and 3.1.2.7 on top of whichever base occupancy you thought you were building, so we confirm the occupancy before we frame a single partition.

### Small commercial buildings under Part 9
A small commercial building only qualifies for Part 9's prescriptive tables when it meets every condition in OBC Division A 1.3.3.3 at once, capped at three storeys in building height and 600 square metres in building area, so a fourth storey or a bigger footprint can push the whole job into Part 4 engineered design.

### Part 3 buildings and mass timber
A Part 3 building can be framed in combustible, noncombustible or encapsulated mass-timber construction under OBC 3.1.4, 3.1.5, 3.1.6 and 3.2.2, depending on occupancy, building area, height, sprinkler protection and fire-resistance provisions, so the same floor plan can be built in three different structural materials depending on what your sprinkler and fire-resistance requirements allow.

### Existing buildings under Part 11
Existing-building alterations can invoke Part 11 under OBC Division A 1.3.3.3B once the building has stood for at least five years, but the work still has to address your specific alteration and the applicable life-safety conditions under 1.3.3.3C, not just the building's age, so an older shell does not automatically buy you an easier path.

### Steel versus wood framing
A non-loadbearing sheet-steel partition inside Part 9 follows Section 9.24, while loadbearing cold-formed steel needs full Part 4 design under OBC 4.3, and wood framing is permitted in Ontario for more than houses since its allowable form and height are set by OBC 3.1.4, 3.1.6 and 3.2.2 rather than by the word commercial, so your material choice comes from the drawings, not from habit.

## What belongs in the scope
Commercial framing can include a new structural shell, infill walls, interior partitions, openings, mezzanine framing, backing and alteration work, but the permitted system depends on building size, occupancy, construction type and the issued structural and fire-safety design under OBC Division A 1.3.3.3, so your quote is scoped to the Part that actually applies, not to the word commercial. A permit can be required for commercial construction, renovation or change of use, and a change of use can trigger a building evaluation even where no construction is planned at all, which means a use change alone can put your project back in front of the building department.
Building classification, construction type and required fire-resistance under OBC 3.1 and 3.2 determine which framing systems and assemblies you are even allowed to select, so two tenants in the same shell can be quoted completely differently. Structural spans, supported loads, floor and roof openings, member weight and connection complexity under OBC 4.1 and 4.3 change labour, lifting and procurement, and wall height, wall type, stud thickness, service density, door and glazing counts and rated openings under OBC 9.24 and 3.1.9 change how much partition scope you are actually buying.

## How the work moves from drawings to handoff
- Confirm. Confirm major occupancy, building area, building height, construction type and whether the design proceeds under Parts 3, 4, 9 or 11, referenced to OBC Division A 1.3.3.3 and 3.1.2, so your quote starts from the Code path that actually governs the building.
- Reconcile. Reconcile architectural, structural, life-safety, reflected-ceiling and equipment drawings before a wall gets laid out or a structural member gets ordered, so a clash between two consultants' drawings surfaces before material shows up on site.
- Establish. Establish the issued grid, elevations, floor openings, wall types and supported loads under OBC 4.1 and 11.3, then verify existing dimensions wherever the work alters an occupied building, so what gets built matches what is actually there.
- Coordinate. Coordinate structural members, non-loadbearing partitions, fire separations, shafts, ceilings, services and equipment supports under OBC 3.1.8, 3.1.9, 4.1 and 9.24, so the framed geometry matches the complete permit set and mechanical and electrical inherit shafts and clearances that are already correct.
- Install. Install the specified framing and connectors with no unapproved cuts or substitutions, holding fire-separation continuity and movement details under OBC 3.1.8.3, 4.3 and 9.24.3, because a swapped connector or an unapproved cut is the fastest way to fail a review.
- Hold open. Keep inspection and professional-review items visible, supply the approved drawings on site and route discrepancies through the consultant before anything is enclosed, so a question gets answered instead of guessed at.
- Hand off. Complete the in-scope blocking, backing, openings and corrections under OBC 3.1.8 and 9.24.3, then hand the documented wall and structural conditions to the enclosure and finish trades, so they start from a record, not a guess.

## The mistake we want found before the work begins
Calling a shared wall a firewall does not make it one. A firewall carries collapse, continuity and construction requirements that an ordinary demising assembly does not, and the substitution may be invisible until review stops the job. ## Member and fastening decisions that affect the result
Structural members and connections outside the prescriptive Part 9 scope require engineering design under Part 4 and the referenced material standards, and cold-formed steel structural members specifically have to conform to the design standard referenced by OBC 4.3.4.2, so a steel stud gauge gets chosen against that standard, not against habit. Fire-resistance belongs to the complete assembly, its continuity, closures and penetrations under OBC 3.1.8 and 3.1.9, not to an isolated stud, board or beam, which is why a rated wall lives or dies on the whole detail rather than one component. A firewall carries its own collapse, rating and continuity requirements under OBC 3.1.10, and any structural framing tied into one has to be designed under OBC 3.1.10.1 so a collapse of the lower-rated framing around it never compromises the firewall itself.
